Charge Aliu Opens Conference on Plea Bargaining

The United States Embassy in Podgorica, in cooperation with the Center for Training in the Judiciary and State Prosecution (CTJP) and the Ministry of Justice hosts a c on July 11-12, in Kolasin.

In his opening remarks, Charge d’Affairs B. Bix Aliu stressed that the robust implementation of the rule of law is a crucial element for the stability of all democratic institutions, as well as enlarging public trust in the criminal justice system.

Negotiated plea agreements represent a valuable instrument in complex crime cases, and they benefit not only prosecutors, but also provide benefits to all those impacted by criminal activity.  Plea agreements benefit the victims of crimes by ensuring swift justice, avoiding delays and risks of lengthy trials, and bringing closure to those most negatively impacted by these crimes.

Montenegro has made steady progress. However, it must continue to bolster the judiciary system, and improve the efficiency and quality of criminal proceedings.

Through the INL Justice Program the United States will continue to provide assistance in the rule of law area with the goal of building stronger institutions and enlarging public trust in the criminal justice system.
