Eligible applicants for 2020/21 school year must:
- Be in 9th grade of primary school or 1st or 2nd grade of high school AND born July 15 2000 and July 15 2005 (students with disabilities can be older)
- Be enrolled in a secondary school at the time of application
- Have an academic standing of good or better
- Have previously studied English and demonstrate English language ability at the time of registration
- Not have graduated from secondary school prior to the program start date.
- Meet U.S. visa eligibility requirements
- Be a citizen of Montenegro or Serbia and able to receive an international passport in the country where they apply to the program
Students with disabilities in Montenegro must be enrolled in primary or secondary school in the fall of 2019 and be born between February 2002 and July 15th 2005.

FLEX is a U.S. government-sponsored program for secondary school students. The program provides scholarship funding for students to travel to the United States, attend a U.S. high school for a full academic year, and live with a U.S. host family. The FLEX Program is administered by American Councils for International Education.
