Passports

Welcome to Passport and Citizenship Unit. We are open for appointments on Monday, Wednesday and Thursday mornings. We are closed on U.S. and Montenegrin Holidays. There is no walk-in service for United States citizens who require routine services.  These services are by appointment only.

*Please note that all documents required must be prepared and applicable form must be filled out prior to your appointment.

Adults (age 16 and older)

  • All applicants must apply in person
  • Present Proof of U.S. Citizenship
  • Present one valid proof of ID, such as a valid passport of any country; a valid driver’s license with photograph; a valid national identity card with photograph; a valid U.S. or State government ID card; or a valid U.S. military ID card.
  • Provide on color photo, sized 5 cm x 5 cm, taken within the last six months, full face, front view with a plain white background. Remember, no eyeglasses please!
  • Bring a completed DS-11 form to the Embassy. Please note that mailing address must be in host country format. Local address should be provided even if temporary (including local hotels).
  • Please see Consular Fees. The fee for this service is paid at the time of your appointment at the Embassy, in cash or by credit card. We accept both U.S. dollars and Euros.

Children (under 16)

  • All applicants (children) must appear in person accompanied by both parents.
  • Present Proof of U.S. Citizenship.
  • Present proof of parent-child relationship, such as: Minor’s original U.S. birth certificate with both parents’ names; Minor’s Consular report of Birth Abroad; Adoption decree with adopting parents’ names; Court order establishing custody; Court order establishing guardianship*) All foreign documents must be accompanied by an English translation (formal).
  • Parents’ valid IDs, such as: a valid passport of any country; a valid driver’s license with photograph; a valid national identity card with photograph; a valid U.S. or State government ID card; or a valid U.S. military ID card.  
  • Provide on color photo, sized 5 cm x 5 cm, taken within the last six months, full face, front view with a plain white background. Remember, no eyeglasses please!

If you have changed your name, you may apply to have this change reflected in your U.S. passport. Please note that U.S. passports are no longer amended to change items appearing on the data page; you will therefore need to apply for a new U.S. passport in your new name. When completing the relevant application form, you should complete the form in the name you wish to appear in your passport.

If Your Current Passport is LESS than One Year Old

  • Complete and submit application Form DS-5504 available using the online passport wizard. Please note that mailing address must be in host country format.   • Submit current valid passport
  • Provide on color photo, sized 5 cm x 5 cm, taken within the last six months, full face, front view with a plain white background. Remember, no eyeglasses please!
  • Submit documentary evidence such a court order, marriage or divorce certificate, or other satisfactory evidence to support a change of name. Only originals or certified copies of these documents will be accepted. (We accept documentary evidence issued by the country of origin, however, certificates not issued by either the United States or Montenegro must be accompanied by a certified translation if in different language).
  • No fee is charged if your current passport is less than one year old.

If Your Current Passport is MORE than One Year Old

  • Complete and submit application Form DS-82 available using the online passport wizard. Please note that mailing address must be in host country format.   • Submit current or expired U.S. passport (Please note that damages or mutilates passports are not accepted)
  • Provide on color photo, sized 5 cm x 5 cm, taken within the last six months, full face, front view with a plain white background. Remember, no eyeglasses please!
  • Submit documentary evidence such a court order, marriage or divorce certificate, or other satisfactory evidence to support a change of name. Only originals or certified copies of these documents will be accepted. (We accept documentary evidence issued by the country of origin, however, certificates not issued by either the United States or Montenegro must be accompanied by a certified translation if in different language).

If your passport is lost or stolen, please report the loss/theft to the local Montenegrin police in the area in which it occurred. We recommend that you submit your application for a replacement passport as soon as possible after the loss or theft is discovered. To report the loss/theft of a U.S. passport and apply for a new passport please follow the instructions below.

Application procedure

  • Complete online and submit Form DS-11 and Form DS-64 available using the online passport wizard. Please note that mailing address must be in host country format.   • Provide on color photo, sized 5 cm x 5 cm, taken within the last six months, full face, front view with a plain white background. Remember, no eyeglasses please!

Please note: Passports reported lost or stolen by telephone or by submitting Form DS-64 are invalidated and can no longer be used for travel. The information you provide on Form DS-64: Statement Regarding a Lost or Stolen Passport will be entered in our Consular Lost/Stolen Passport System. Once a passport is reported lost or stolen, it cannot be re-validated. If you recover the passport after you have reported it lost or stolen, please submit it to the nearest U.S. Embassy or Consulate.

If you are traveling within the next 10 business days you must schedule an appointment at the Embassy to apply for an emergency limited-validity passport in person. Please send an email to PodgoricaACS@state.gov. Please write EMERGENCY PASSPORT in subject line of your e-mail. Please sign your email with applicant’s full name. Same-day issuance is available for applications that are complete and straightforward. In some cases, however, we may be required to refer to the Department of State; therefore, some cases may take longer.

Application Procedure

  • Provide on color photo, sized 5 cm x 5 cm, taken within the last six months, full face, front view with a plain white background. Remember, no eyeglasses please!
  • Please see current Consular Fees and methods of payment;
  • Proof of international travel within the next 10 days.

IMPORTANT NOTE:

STARTING NOVEMBER 1, 2016, EYE GLASSES ARE NO LONGER ALLOWED IN PASSPORT PHOTOS.

Your photo must be in color, sized 5 cm x 5 cm (2 x 2 inches), taken within the last six months, full face and front view facing the camera with a plain white background.

Remember, no eyeglasses please!  If you cannot remove your glasses for medical reasons, please include a signed note from your doctor with application.

Uniforms should not be worn in your photo, except religious clothing that is worn daily. Do not wear a hat or head covering that obscures the hair or hairline, unless worn daily for a religious purpose. Your full face must be visible, and the head covering must not cast any shadows on your face.
